Accessible dev environment
I think that one additional requirement should be that coding for the website is in a common language, and using a stack with a large ecosystem. So that contributing to the portal code is low-barrier.
Vite/Astro with Typescript + popular-web-framework-of-choice fit that requirement, whereas Lisp, Guix, Scheme, etc. do not. There may be more suitable candidates.
