I agree. And a Delete from the Group actor makes sense to me for moderated groups. From my experience as forum moderator I know it is a good idea if it is not the moderator actor doing the delete directly, as this makes the action unnecessarily personal (well, if there is just one moderator, then it is clear who done it). Looking at Discourse you have the feature that multiple moderators agree with an action beforehand, or a bot (Akismet) is taking precautionary action. For the actor that is the target, it is the system that performed the action, and if they don’t agree they can always DM a moderator (or the action itself opens a discussion thread).
