Move FEP under a new Standards category

The proposal was enforced:

  1. A #standards category was created (@weex you should update About the Standards Track (please keep the first line as-is))
  2. FEP now live in the #standards:fep
  3. Both @standards.hosts and @fep.hosts were created, hosting 1. and 2. respectively.
