I think it’s inaccurate to say that the w3c cg has a “more structured process”. Issues are ignored, sometimes for years. Issues are closed without a documented process. The CG might develop a more structured process, but certainly it’s not close to that over the last 5 years.

Sure. The CG has been dormant for a long while. For what it’s worth, that’s changing now, and adopting an issue processing procedure will be one of the first things the CG will decide on.
