Check out GeoPub which uses Value Flows in ActivityStreams for hospitality exchange (but works for other Value Flows use-cases as well). You need to login using a demo anonymous login to see the interface for creating Value Flows offer proposal.
Also check out bonfire which seems to implement parts of Value Flows.
