I think it’s inaccurate to say that the w3c cg has a “more structured process”. Issues are ignored, sometimes for years. Issues are closed without a documented process. The CG might develop a more structured process, but certainly it’s not close to that over the last 5 years. The FEPs are already alot better than this, but should strive to be on a par with WG deliverables.
