The Mastodon team haven't announced the details of their starter pack implementation, but they'll almost certainly add something very similar to their quote permission system that'll allow people to configure whether others can add them to starter packs, list starter packs they're in, and remove themselves from individual ones. And Fedidevs will honor those signals (as soon as I get around to implementing them – no deadline guarantees).
